I will join NOPEC and also join you in a peacekeeping alliance. I also propose that all the Scandinavian countries put money forth to build underwater water wheels in the gulfs and other areas with fast running water to promote alternate energy sources. Sweden also is combinding all remaining car companies and putting R&D money to work on perfecting hydrogen fuel cells and them implying a law that within 5 years gasoline based cars cannot be run.

Indy I will join but as Sweden as I have let Hedge have Finland. We will need to promote peace in the world meeting as many countries are putting funds into weapontry and armies.

Ok somehow hedgehog has managed to steal Finland from me for some unknown reason so I relocated to Sweden which my peacekeeping principles are kept the same. I still would like to propose that smaller countries help by larger orders be used as safehouses so innocent people don't get injured by the war.

Finland would like to propose a small peacekeeping organization. We aren't doing this to stop all other large organizations from war but to try to keep the peace inbetween them for longer and to supply innocent civillians with shelter so the wars are between soldiers. Also about the EC, I would not like to join because of the focus on taking over Europe by brute force, however, I would like to offer the previously mentioned shelters to you as a higher priority because you are nearer. I would like to ask that when invading countries you declare the invation and give any citizens who want to leave and join you, go to safe houses, etc. three days before you invade. Also since not everyone can find refuge in Finland I would like to see if other small countries around the world could be kept safe and attacking these would be considered a global crime. If higher powers would help join this that would be great.

Doom, I spent my last 45 mins making a list of taken countries and now I see you have a map! :wall: Anyways unless the person who originally took Finland comes back with a plan I will take it. I plan to put a bit of money in the navy but my main focus will be continuing research and production of electronics and hire more foresters but properly train them so that the end result isn't massive deforestation. I will try to keep the poverty rates low by not taxing low-income families. Many jobs will be opened up in factories so that everyone has the chance to get a job. The welfare system will only apply to people who go before a judge and based on circumstances (being a single parent, sickness, etc.) they will be granted some money. Finland will be peaceful country and not go out of its way to harm another country. A high priority will be helping organizations that help people in poverty ridden areas by sending food and building schools, etc. We will donate excess money to the scientists in Hawaii to supply the malaria and AIDs vaccine to help people in Africa. This is just a base plan for now and if anyone has additional useful information about Finland it would be highly appriceated.

I don't like having the guild requirements raised. I remember when I was new and it was my goal to get into as many guilds as I could. Having the requirements raised would make the goal seem to far away to new players who don't know much about the game. Low-level guilds don't have much that high level players need any way so let the low levels have their fun. I like some of your ideas about new guilds though. It would be hard to do Olympic Races and such without adding a new feature in a game that is based on luck, but could be possible. I feel the herb examiner and pouch trader in the summoning guild are useless except if the pouch trader gave the same amount back as Bogrog. Player guilds would be fun but I would like the option to choose between our regular home teleport location or the guild HQ.

True. The quest requirements are a bit outrageous IMO. I think some should be reduced. Why the hell would you need 70 farming to operate a ballista? Shooting farm herbs or what? But the rest of the requirements are quite OK IMO, except maybe a bit too high leveled. Should they be lowered to 60 or something around that then? I just though of skills that could be used in the quest to make the main arrow and set 70 as a base stat for all of them. P.S. Is that a support Hedge?

I was thinking 250 range strength for the arrow (not the minigame reward one) because that gives it a max hit of about 80 with void and 70 without. While this may seen like a lot, you won't be able to get many shoots off before you are stormed, piled, and then killed. If anyone thinks this is overpowered please tell me why you think that. The maximum possible melee attack bonus is 182 (crush) so I don't this should exceed that by a ton and the best possible range attack from armour is 110 so would 115 for the oxybele be fine? The morrigan's javelin has 105. I also would like this to be able to be used in Castle Wars so maybe I could add a level mid-level arrow that would be able to use more practically in things like Castle Wars. Maybe it could be around the power of a full power crystal arrow (70 range strength).

After reading the thread in General DIscussion on what items do you want to be in RS teh first thing that came to mind was an oxybele. This is an over sized ballista crossbow normally mounted on a tripod. We really don't need weapons that just take replaceother weapons, we need original weapons that change the way the game is played. [hide=The Main Idea]This weapon would require two people to operate it one to choose a target and keep it mounted on a low wall and one to load it with ammo. It would be very slow but do massive damage to the person it hits. The person who mounts it would have to take time to unmonut it if they wanted to move like disassembling a cannon while the person loading it could quickly get away and leave his friend to get killed. The main use for this weapon would be in clan wars where one group is standing their ground and guarding an area with low walls. This could add a whole other aspect to clan wars.[/hide] [hide=Obtaining the Oxybele]I figure the most likely race to make this weapon would probably be dwarves because they have built kind-of similar things like the catapult in the warriors guild. They wouldn't just hand out these weapons, they want something in return. Maybe they don't know what they could fire from this wonderful invention so they need someone to help them, maybe that helpful human adventurer. Quest/Miniquest Reqs 70 Smithing 70 Fletching 70 Farming 70 Woodcutting 70 Crafting 75 Ranging 75 Strength My Arm's Big Adventure/Jubbly Quest(not sure which to use) complete TokTz-Ket-Dill complete Dwarf Cannon complete You would start this by talkign to the dwarf commander by the dwarf cannon and he tells you he needs help to make ammo for this new weapon he has made. He tells you to start with the head of the ammo which needs to be made of a material that is very strong and readily availiable. You go and mine two obsidian slabs in TzHaar and smelt them in the TzHaar furnace to make a obsidian block. Bring this back to the dwarf commander and he tells you to make it into a blunt shape which is done by using it on an anvil. He thens tells you he wants a really strong arrow shaft made of wood and to talk to gnomes about which type to use. After explaining this to the Gnime King in the Grand Tree he will tell you to use hickory and he will give you a seed. Go plant it in the gnome stronghold patch and come back tomorrow (no payment required). Cut it down and use you axe on the fallen tree to make a large arrow shaft. Bring this back to the commander. He them says feathers attached would make the arrow more accurate. (This is the part I am not sure which way would be better) Option 1. Go to My Arm who shows you the way to Big Roc's lair (the boss from his quest) and kill it for a feather. Option 2. Hunt a Jubbly and get a large feather. Put the arrow together and bring it back to the commander and show it to him and he will take it. From now on you can buy an oxybele from him for 200k and either make the arrows the same way you did in the quest OR buy them from him for 10k each (they don't stack).[/hide] [hide=Other Uses]I figure you don't want a massive weapon only practical in clan wars so there will be a minigame to use it for fun. Go to the archery guild and show someone the oxybele and they will teleport you to a gnome minigame house that is basically a shooting gallery. There will be lots of moving targets to shoot at while in 1st person mode (like the fixed device in MEP1) and there will be a gnome reloading your ammo for you. Some ideas for games are: 1. You have 100 shots and 5 mins to hit all the targets you can, you can fire as fast as you want. There could be a highscored table for this. 2. Challenge a friend to a game where you share targets and have 5 mins to shoot more than your friend can. There could be rewards like cheap but very weak arrows that you can reload yourself that would basically be for just having a fun fight with someone else.[/hide] [hide=First Person Option]At first I though the person shooting would have to shoot in first person like in the minigames but after thinking this over it might be hard to do in the middle of a war with 100 people rushing at you with godswords and whips so I have scratched this idea but if you want this then please say so in your post. So what I was trying to get at is somewhat like an oxybele which is basically an oversized crossbow usually mounted on a tripod type thing. I think this weapon could have many possibilities including having the possibility of having to use 2 people to operate this weapon, 1 person to load it, one to aim and fire while it is mounted on a short wall. It would be fun if you went into 1st person while aiming just to add a fun/semi-challenging aspect to make this weapon somewhat original. It would have a HUD displaying movement buttons, fire button, status on ammo, and status on 2nd player. This would add another aspect to clan wars when one clan is in a castle or holding a spot then they could set up a couple of these and maybe wipe out the front of the attacking clan while the people operating the oxybeles might not be able to escape. I thought out this idea a ton and I was wondering if I should make it into a suggestion post?

Yes exactly, would be so fun to have. Also maybe you could shoot at people a level below you kind of like the centre platforms in castle wars except you don't have to do it on those special ones. Would it go to far to be able to mount them on a low wall to increase speed by a bit but lower defense and takes a while to unmount so you won't be making a quick escape?

I would like to see a giant two-handed crossbow that shoots massive arrows and is really slow but hits incedibly high and has long range, kind of like a musket but I think it would better fit in with Runescape.

I think if Jagex wanted to get rid of Price Manipulators they should just make an official post on the frontpage stating that if they find from from that time on of people price manipulating they will be banned. This will deter majoraty of people in merching clans if not whole clans, if any people still attempt this than Jagex will ban them, everyone else will know they are serious and will avoid merching if possible. I don't really like the thought of G.E. only on certain worlds because these updates shouldn't have to negatively affect the average player to crack-down on a smaller part of the community.

I once had a dream where I was a detective on the case of a string of murders, robberies, sexula harassment, etc. Anyways I then found out the culprit was a robot made to exactly look like Iron Man and I went to go arest him (I forget how I figured out he was to blame). I found him by a large power pole tower thing (I hope you get what I mean) and he cut down the big power tower thing to try to crush me. I ran away and dove and managed to escape it. I felt all happy that I ruined his plans to murder me so I get up and start to walk away..... then I get electricuted.... :wall:

The real problem in here occurs at 0:18. You can't solo Kree with a dragon longsword, you can't even do damage!

The ghost piper in the Wildy also says stuff about him remembering playing to rally Saradomins troops where he was and doesn't remember anythign after that. Since he's in the Wildy it must have taken place in the God Wars times when he was killed. You have to be wearing a ghostspeak amulet to talk to him.
