The fact that it's needed to kick off the year's god content means that it has to be accessible to as many people as possible, or it's going to be a pretty bland year for many who can't beat the other important lore quests.

If requirements are supposed to be all that determine a quest's official difficulty (according to Mod Mark, anyway), TWW shouldn't have been anything more than Master difficulty, due to its requirements merely being double 69s in combat. I've long given up on the official quest labels, though, especially after they classified this quest as having taking a "Very, Very Long" time to complete :P

You're not supposed to be able to get construction XP from ToG without having first bought a house, though :s

I think they only removed the ability to buy and build POHs, but not to actually gain Construction XP.

Enchanted Valley, need to start Fairy Tale PtII to get access to fairy rings and teleport there.

Daxter hypothesises that you can use the Evil Stew to boost your construction level and do the quests that give construction XP.

Helm + Legs is a bigger upgrade to armour than just Plate, so yeah, go with that.

In-game experience with players you meet is anecdotal evidence at best. If you are really interested in finding a more wholesome survey of the base, checking the various forums is a great place to start, and you will most definitely find hordes of people who fit into MBII's generalizations. How is his anecdotal evidence different from yours?

They are glitched to not give the beginning cutscenes, except for Hyu-Ji 3 which is glitched to give the opening cutscene of Quin 2 lol.
