Well, the only thing limiting someone having max cash back then would be the amount of physical gold in the game at the time. With a far fewer population than today, it would be difficult to actually gather 2B gold because the only methods to create gold are monster drops/selling to stores/alchemy. The increase of prices does not cause cash to be created, just transferred.
