Yea. Because some of those players are probably P2P and just want to be famous. JAGeX only truly knows if they are truly pure F2P or if they arn't. you can check it your self... but its not realy legal... look at the revovery questions... it will ask for agreement number, transaction ID and tell billing PIN if you where p2p once...

No, it's just a faster more efficient way of training then anything else. Not a shortcut. its still 200 hours full time... and 350 hours with banking...
