Drygores would definitely give more of a boost than Bandos does, and you'll make money back for Bandos/Armadyl in no time. I'd say keep your Chaotic claws until you really need the 100k tokens, because you never know when you'd want to use them again.

Ironically, right after I posted that, they decided to nerf NMZ which means I probably won't be playing RSOS anymore since I have neither the time nor the patience to train magic "traditionally." :P Other than that, though, I still stand by my point and can't really see any aspects of RS3 which are superior to OSRS. I don't see a reason why it wouldn't, except if they changed the addresses where that information is stored (in which case you'd have to figure out what the new ones are.)

Cutting down on requirements which actually aren't used, sure. But making it possible to get the cape within the first week or two of play time?

That would make obtaining Quest Points cape much too easy, unless the cape could only be claimed once you claimed every reward for the quests which would make little sense.
