Broad arrows are not the same as addy arrows. I hit 15 with addies on fast range, and only 14 with broad arrows, i do hit 15's with spec. And yes they are great xp, slayer and rangexp.

Depends on the task, if they hit high i go for high def, if they hit low i go for high attack

OK, to answer your question It's an untradeable drop from the new cave horror slayermonster. So you will have to go for it yourself. You only get extra attack and strength xp when you are wearing it on the monsters that you have to kill. Good luck
