it currently is like that. people have written guides on soloing bandos, etc. However, not all bosses are solo'able (sara in particular) and JaGex wanted the GWD to be for teams. When i mean solo bosses I mean where teams are just not the best way to kill a monster or even possible (solo combat ;))

Surely once they're dead they don't have a chance to not fall for the same thing again... I'm sure as only one fish is caught at a time mostly the other fish should go away and tell their fishie friends about the danger of being lured ;)
