The point (as probably most other both virtual and real newspapers) is to give readers an opportunity to express their opinions and feelings on current topics going on in daily life. I get at least 4 PMs per day requesting if they can write an article. Simply, if you don't want to be bothered with the newspapers, don't click on the topic. Otherwise, anyone is welcome to come and read and write an article :). Isn't that what the forums are for in the first place? Do we need forums within forums? And if we do then, as I said, can we have a sticky for them? It's more like various threads in one.
