i think only prayer and hitpoints have the effect stated above, otherwise your skill is always 100 while wearing the cape though i'm not sure

to help you out... all melee exp points are 35% of what they were before... and mage and range are 25%

So is baloon faster than funning to varrock bank because isn't there a limit on weight so you can't take a full inventory from what i've heard, this is the best way to plank logs... and the weight thing... well I think either there's no limit or a limit that allows you to take what you need to the sawmill... so no worries there... here's what you do.. Go to cw, then bring materials (planks and cash and dueling ring on finger), use baloon thingy, then go back to cw using duel rings... oh and don't forget your willow logs :
