Your idea fails for multiple reasons: 1. Your system relies on the trust of the untrustworthy. That, in itself, is a paradox and therefore, doomed to fail. 2. You cannot designate one or two worlds for this to occur. 3. The "odd mouthy noob" would most likely be the "wow 99% of the people here" noob. 4. The distinction is not in younger and older but rather in mature and immature. Like I said above, you cannot trust the immature to be mature.
