Slay Gear
There isn't 1 definite answer, since slayer is SO diverse. You could buy bandos and wreck tasks like Scarabites, but would that be so useful at Mutated Bloodvelds, where you need to constantly pray melee? You could buy a whip and have smooth sailing through most tasks, but would that be so useful at Waterfiends, where you need to use crush to be effective? You could buy a Godsword, and deal high damage (if not less effective than the whip), but would that be so useful at Wyverns, where you need to use an elemental, mind, or dragonfire shield? You could buy a Dragonfire shield, and get through most tasks easily, but would that be so useful at Kalphites, where you really don't need the defense? So if money was no issue (but not considering really expensive equipment such as Spirit Shields), the best equipment would be: -Whip -Dragonfire, but also with a Rune defender for locations where the defense isn't need or isn't helpful, and a Zamorak Book for ranging -Fury -Barrows Gloves -Slayer Helm, of course -Zamorak Spear, fastest way to kill metals and Aquanites -Saradomin Sword, fastest way to kill Gargolyes and Waterfiends -Bandos armor, with Prossy for tasks where you must pray -Cannon with cannonballs -Void or Armadyl, for tasks such as Black Demons where you safespot + cannon -Saradomin Godsword, but also a Dragon Dagger or Armadyl Godsword for tasks where you don't need the extra healing -Dragon Boots -Berserker Ring (i), but also Warrior Ring (i) where you need attack more than strength, and Onyx Ring (i) where you need attack more than strength and you aren't using Slash (ex. waterfiends or mithril dragons), also a Seers' (i) for tasks where you range + cannon. Of course, for practicality you could forget the Warrior and Seers (i) and just use a Berserker and Onyx -Unicorn for healing, Elemental Titan when you want healing and fighting, and Steel Titan just for fighting -Karils -Rune crossbow with Broad/or better, bolts -Knives, for range + cannon fire giants -Chinchompas, for Nech tasks. Ice barrage is an alternative, but not a very good one. -Overload Potions, plus Extreme Antifires and Extreme Prayer -Praying piety on all tasks Of course, in your 13m budget, you would need to pick and choose which ones you think are the most effective, what master as you using? On Barrows, it does add up, but not to much. If you really think about it, you only pay ~15k per hour to use a barrows top and bottom. You can easily afford that.

Possible PVP Updates
So basically you can only receive up to 5m in drops per day? That does nothing...

Rushers at sc
1) Play Defensive: Get armor, defense potions, and stockpile food. You can also send your familiar after him. 2) Play Defensive: Kill him, then run away and hope he won't find you again.

Serious Smithing
The only good way to raise smithing by smelting is Gold w/ Gauntlets. Anything else may profit, but the low xp makes them an unviable option.

[Updated 9 Dec] Reviving Smithing : Divinite
In other words, Sonic, once it becomes outdated it will no longer accomplish its purpose. Which is true, but if you think of it that way, there there is no solution to anything, because every single "fix" and be made obsolete by another update.

[Updated 9 Dec] Reviving Smithing : Divinite
One objection to only adding orbs to staves is that it would make the magic portion of the update more powerful than the others. To add an orb to a melee weapon, you could imbue it into the hilt. As such: http://www.omegaartworks.com/images/omega/sylvan-oak-sword1 Something similar could be done to the middle of the bow/crossbow for range weapons.

Added Ardougne Achievement Cape into various parts of the guide.

Arcanists!
Imo, f2p Arcanists requires the most skill in anything Jagex has made thus far. It's a very theoretical game in terms of the strategy required. It's not like members where you can outgun the other guy.

Serious Smithing
Adamant arrowtips are also a viable option. And of course, always ALWAYS use SC hammers. Not only do they make smithing FASTER (overall) but CHEAPER (overall). There is really no reason not to use them, especially with groups such as SC clans that let you get 4-5 tools per hour.

Granite
Humidify and cheaper and overall more efficient than the Enchanted Water Tiara anyway. You can look up the Rune cost on Tip.It's Lunar Magic guide. A note on granite, if you're up for it, you can employ advanced dropping techniques to skyrocket your xp/hour. At high mining levels, it's possible to top 70k or 80k when you employ such techniques. Without them, however, you won't get much higher than 60k if you really focus (at that's with mousekeys).

Skeletal Wyverns.
The best slayer guide out there is Zarfot's. Perhaps the ONLY downside (other than a potential disagreement in philosophy) is that it is on RSOF and therefore cannot hold pictures. You can easily solve this, however, by doing a quick google search of this name plus the slayer monster, and get any other info you need.

Skeletal Wyverns.
What everyone else said will do. I would add, however, that you can cannon them as well. Certainly do not skip them. They are one of the best crimson droppers in the game (Wyverns drop charms in sets of 2 and you get them roughly 50% of the time, therefore each Wyvern you kill = 1 crimson). Their drops aren't bad, but mainly cover costs more than anything else. You could, of course, keep and bank the bones (which are something like 3k each), but I feel that is too big of a hassle for anyone without a Yak; they are simply too far from a bank.

[Updated 9 Dec] Reviving Smithing : Divinite
Incorporating Crafting would work, but it would deviate from the purpose of the suggestion: to boost smithing (and mining, to an extent, but that is no longer necessary imo). I like the idea of adding them to staves. Maybe even to weapons?

upgrade fishing.
You are suggesting that Fishing be "improved" because you do not feel it is realistic enough and feel it would be more fun if your idea was implemented. However, it is not practical to do a complete overhaul of fishing. While I do agree that the idea sounds like fun, a much better idea would've been to aim your suggestion at improving the Fishing Trawler, rather than add a whole new concept to fishing or do a complete overhaul.

[Updated 9 Dec] Reviving Smithing : Divinite
Alright, before I add the orbs though we should settle the topic of how to get them. I know you mentioned earlier that they could be monster drops. I don't particularly like that idea, since the monsters have enough good things already, but it is workable. Are we keeping with that, or thinking of something new? I'm throwing around ideas here. Perhaps they could be added to Treasure Trials? Or maybe when you mine any rock in the Mines, you have a chance of obtaining a special gem (as opposed to something like diamond, ruby, etc.) that can be cut into an orb?

In-game screenshot taker?
That's more likely just a transcript of the chatbox than an actual picture file, which would take up too much filespace.

26-Oct-09 H'ween Update
I don't see anyone running around with the black cape... I see them all the time. Anyways, what I am saying is, does anyone know about the "additional" reward?

26-Oct-09 H'ween Update
Anyone figure out the deal with all the normal black capes running around?

In-game screenshot taker?
It would really benefit only a very small minority. Think about it this way. Look at the total user base. Then think of those that actively participate in Runescape communities outside of the game. Out of those people, then think of the players who actually make and share screenshots. Then out of those, think about the people who already use a program. Out of the people who don't use the program, think about how many actually NEED that critical few seconds to paste it onto Paint.

Tailoring
I always wondered this. If there is smithing for melee and crafting for range, why is there not something for magic (granted that fletching and runecrafting cover range and mage ammo, respectively). Great way to introduce this. However, don't just keep it to magic robes! A skill geared just to making mage robes would be boring. Expand it a bit more, my friend, as it is a great idea basis. Enchanted adventuring robes? Robes granting skill boosts (invisible or level)? How about robes that prevent poison/disease? I'm just throwing around ideas here.
