As noted by others, this is incorrect. I always used to bank my seedlings after watering them, and they always turned into saplings. Seedlings also share a somewhat "common" waiting time, since they all change when the equivalent tree patches grow. You must select a category before subcategories can be picked. This is because every category has different subcategories. I'll prod one of our coders about this.
