Get 70 agility (if already aren't) and kill the taverly dungeon blue drags using the 70 agility pipe. Use fire bolt with guants and bank using fally tele, then run back and repeat.

F2P Low crater pure Range-2H 40 attack 65-70 strength 1 defence 31 prayer or 43 with 60-65 strength 59 magic 70 range This will get you around 51 combat, so it will give you some room to level (yeah you get lots of xp just from pking)
