No, it's not. The only thing that sets Bob's code different from the other NPCs in runescape is that he doesn't have any restrictions on where he can go (except maybe into anything that requires activation like stairs, I assume). Unlike random events, Bob can't be in two places on the same server at once and doesn't interact with players without initial player interaction. Also, he wouldn't count as a short event, since he's walking around 24/7 (resetting when the servers restart).

March 12, 200719 yr I've caught him before at White Wolf mountian and the wildy, but I don't have an amulet of catspeak. It's frustrating not being able to talk to him. #-o
March 12, 200719 yr I have met him multiple times at the Varrock anvils, and the Catherby fletching shop. Ran into him once in Taverly too. The only dialogues I could get out of him was the Star Wars one and the one about Varrock being an old city... :-# Hopefully a new section of the Zaros storyline will shine some light on him.
