The Bank in Varrock downstairs, You need to use Telekinetic Grab to get the stuff, but if you have 99 Agility and Thieving, you should be able to open the gate I dont need a siggy no moar.

If this really was updated, people would notice, there are no keys, And the only way to get in there was 99 Of the 2 stats, But maybe I'll put the level to 60 - 60? Or 45 - 45? I'm not sure this is a great idea, but maybe not necessarly 99 thieving and 99 agility, but some other combination that allows you to steal from bankvaults, have a list of items or something from assorted banks that you can steal from.
