I'd say 99% of players train on monsters weaker than themselves. I see the occasional lower level training on a lesser or something, but they learn quickly that it's horrible exp and go back to training on smaller creatures. No, Jagex will never do something like this because over level 100's have a very small window of monsters they can fight. This leaves them with very good monsters and they would not gain EXP as efficiantly. You cannot compare RuneScape to SWG. Training my pure! I enjoy hanging out with friends and gain some kind of exp off monsters they are training at so i can chat and train. If they do that, it would mean boring training unless I have friends around my level. It would suck and I'm sure many won't like it. Most of the time I train on monsters lower my level so I don't have to pay attention and eat that much.
