Do you have a source? Im not necessarily doubting you but Id like to read how you get that Russia has more efficient nukes. Efficient would seem to imply their process for making them is better, which I honestly find unlikely.

Probably the Eastern European one to keep good relations with Russia, I do recall the US during the Bush Administration was going to build a missile Shield in Poland but then Russia would hvae reacted with nuclear strikes...

 

 

 

If a bomb did hit Seoul, the casualties would likely be extremely high since the population is over 10-20 million in the area (Metro is 24 million).
