Arresting lawyers is never good. I wouldn't want them to arrest my lawyers if I had to return the favor, so they are given safe passage. If the plastic was owned by a private company, and was sold commercially, then Japan drops the research. Otherwise, it views it as blocking access to a useful technology.

Correct, but the research is not covered by a patent. It's a government research, and generally government research is not covered by patents. So I might as well save the gold and develop it myself.

If you do then you are breaking Patent because it is his research, not mine, I am merely licenced to sell the technology.

Fat chance of that happening. I have paid for the licence and so I am the only one licenced to sell it, he is licenced to manufacture it, but he is fairly comfortable in Switzerland...and if he ever left I would still be the only one licenced to sell it, so he would have to own the company that produced it...
