I dislike the flower game as much as anyone else, but anyone who disagrees with the above and states that Jagex randomly muting people (without any warning of the rule change after allowing such behavior for well over an year) was acceptable or fair is bitter or trolling. The picture hardly proves anything. You also owe Patr1ck 100m, so I suggest you pay up sharpish. I thought you were joking at first when you insisted he pay Patr1ck, but apparently not. It's ridiculous to suggest such a thing, as Vann's remark was obviously within a time-frame. He was obviously expressing disagreement for being muted despite not violating any of the contemporary rules (as of the time of that post and his mute) - hence why his comment/offer to pay someone 100M if they could prove that it was against the rules or TOS.
