I think you can boost magic, mining, and smithing to 101 in F2P, you just have to buy a dwarven stout or wizard mind bomb.

The maximum herb patch harvest is at least 19 btw.

 

Also, wouldn't the maximum items held in inventory be 280 (+28)? I'm pretty sure vegetable sacks (for farming) hold 10 items each, giving 11 items per inventory slot.
