When you're replying, making a thread, and/or even editing a post, you can always find it available in the full editor under that "Click to configure post options" thingy just below where you're currently typing that post. Generally speaking, it allows you to give other people an idea of how your post is intended to sound, or how you're reacting to a post, or etc. ... The list goes on...
