Indeed. ----- I for one have had problems with bank space. If it weren't for random events taking up space (I would prefer not dropping them.) then my problem would be solved.

That would slow down the honest players significantly as well though, I don't like it.

Obviously they wouldn't need to do all skills as there is only a few F2P skills that would require that. Seeing as how you would be incapable of interacting with anything beside tutor and unable to leave or perhaps unable to move at all, it shouldn't be a problem. No, actually skillcapes are an item to show that you have reached 99 in a skill.
