Because they think whatever update Jagex does is bad :| they don't realise the futility of rioting, same with those f2p bank space rallies, practically the same thing. the only thing they accomplish is a spammed chat box. World 1 & 2 does the same thing to your chat box. And at this riot there was a lot of @@@@@@@@@@@@@@@@@@@@ same at the swift switch riot F2P bank space RALLY hardly any. It was actually one of the most orderly large gatherings I have seen. It would give tet events a run for their money.

How are you so sure about how many people click the advertisements? When you have all of the F2P players accidentally clicking on the advertisements, that can be a pretty big sum of money. Oh, and if Jagex ever did make an incentive to click the advertisements, I would. I bet a lot of other people would to if they were to also get something out of it.

In a whole year playing, I have only had one that slightly involved runescape. I was sitting in a bank, and I saw someone dropping items. I got a rune full helm, then a rune platebody, then rune legs, then a rune kiteshield. I had full rune, he also dropped a battle axe and I got that, missed a scimitar, got full guthix and he drop a santa hat! But, I got a mime event right at that moment, and I couldn't pick it up >.

Well, I am not going to just flame you for breaking the rule, or demean you in any way. I am only going to say, I hope you learned from this experience and won't repeat your mistakes. I have honestly never had this happen to me, but, one of my friends never did return my scimitar that I loaned out to him, so I am guilty of the same mistake that you made. It was just a lesser valued item that I made the mistake with.

Well, to be the second person to answer you, Anouks drop them. The lowest level Ankou is 75 and there are only Ankous in that room. When you crawl down the ladder to the lowest level, go up the door on the right and straight up until you meet the next door. Go up through that door and you will meet the level 75 Ankous. They can hit up to 8 and you should be at least level 60 with full rune to kill a group of them successfully.
