I think that they meant it unofficially. Like, you can do quests and help old ladies bake pies or something, slay monsters,or, for evil, you can PK, Pickpocket, kill innocents, etc. That's how I interpret it. They may introduce a Fable-type thing later, but, that's later. Or maybe it's just a promise they didn't keep, or didn't know how to make it work, like other things have been. Or it may have something to do with ScapeRune?
