Nope I think you have to complete both quests to get access to the shop but you can find random lvl 30's wearing ham equipment and usually bone cbows. Or make a post on the forums/any bank, people usually have them lurking somewhere! Good luck!

In order to weild Dorgeshuun weapons you don't need any quests- maybe starting Lost Tribe [i'm not sure]. But I know for a fact you just need to complete Death to the Dorgeshuun for the special attacks.

You can bring arrows onto entrana I believe, as I could when I did lost city.
