I have been running one of the most successful threads in the Discontinued Items Forum (of the RSOF) for roughly a year now. With the new updates, i'm wondering whether i should officially close it or not. ~You cannot remove the Tea from another Player's house. I'm 99 Construction; i've tried it. HOWEVER, you can make the Tea in someone else's house, leave, and enter your house with the boosted Level. This will probably leave you with a +2 boost, +3 if you do it fast. I haven't tried this, but it should work.
