Getting rigour seems like much less of a hassle than that amulet. You work a few extra hours to increase your overall effectiveness while the amulet just makes you use prayer potions faster all the time.

These shields need to have a static damage reduction. They should be comparable to or worse than the elysian. /my two cents They're basically just for show the way they are now. The only people I see with them are 100+ dungeoneering.

It's funny to me that the order was so different before people really started studying and using these weapons. CLS was the first on most lists (and still is, funnily enough) when people started getting chaotic weapons, I think.
