It is under Lumbridge castle where you need 13 agility to squeeze through the hole. You have to talk to the goblin to get to the mines. Once at the mines you head south past the weapons shop. Open the gates, and you're in the wonderful city of Dorgesh Kaan. :D

Hill giants are good training, decent prayer exp too. If you ask someone, they'll show you where it is ( try lvl 60 or above)
