Thanks, all. I'll probably use Bone Bolts from 75 to 80, except I'm worried that it'll get nerfed. If it gets nerfed, will they nerf the store price or the bow's speed/stats? I don't want to buy the bolts now and waste my money because the bow will then stink, but neither do I want to delay to find out the price has been raised over 4gp (this is the same thing that happened with chocolate bombs). Any help on this matter?

Are you leaning toward more cash and less time, less cash and more time, or something in between?

To have the best chance to get your "beauty fire cape," you'll need 70+ Ranged, a set of Guthan's, and 2 fresh Crystal Bows. Look in a guide for more help. Muggiwhplar has a great one.

Bandos Platebody is the best-looking armor ever to be created on RuneScape. I'll try to get a pic.

The only things worth purchasing are Dragon Boots and Bandos armor if you have the funds. The rest are garbage (Dragon Full Helm, Third Age, etc.)
