jagex doesn't have a problem with fansites, they post here and there and go on chat lightning too. You should be fine they block RuneHq but no tip.it 8-)

I don't hate pures, I don't like making pures, but I think the reason people hate pures, is because they act like they are so tough and act like a 6yo. On the subject of "pc products" I respect them, in my opinion this is the most boring way to train and it still takes time but those are my opinions. :|

I have 2 words for you Gold Farmers. From my understanding, they trade tens of millions to a level 10- right, okay so how are they going to catch them, do you expect them to watch every player? They have codes to detect large amounts of money for nothing to a lower leveled player. So to protect their automated customer service [/sarcasm] they don't want to unfairly ban players that are making new accounts. Well, that's my two cents take them or leave them... :)

Okay, lets take a step backwards and look at it from JAGeX's point of view. *Spoiled little kids with parents who will give them a credit card if they scream loud enough, won't that make more money for them? People always forget that JAGex is a company.
