Maybe, but I doubt it. As stated above, this would have been a huge bargaining chip for Korea. My guess is that this was done for a few reasons: 1.) Obama's administration has been talking to Korea for a long time about it, and about their program. 2.) Kim Jong was able to show he still is in control of his country. 3.)
