25k trade limit questions
On RuneScape 3, it is most likely that you created your account after 22 November 2011, after which point new accounts were given a trade limit until they bought a membership, to help combat gold farming. This limit will never be removed unless you buy membership (i.e. buy a month with real life cash, a bond, or whatever).

Chaotic Weapons - Any worth owning anymore?
You're right - you can't buy them directly. Instead, you need to buy a dragon claw and an off-hand dragon claw, and purchase five chaotic spikes each. You can then use the spikes with each dragon claw to irreversibly transform them into chaotic claws.

Thinking of returning, but how?
With Bandos and Sgs (which is likely the best gear with your current cash) my estimate would be a couple million/hr (net profit). You can increase your efficiency by not picking up the drop straight away but killing a few, then collecting drops. Then also drop some herbs and other junk, so if you like you can set up the loot system in Settings -> Gameplay -> Loot settings so that you're only looting stuff >1K in value, which is what I did when I last went there. You also have the option of buying using magic notepaper to camp for long trips by noting the bones, or you can bank every time inventory is full. If you're going to bank then I would recommend bring a Beast of Burden with you (War tortoise for you) so more loot can be carried. In terms of supplies you'll need to keep antifire up and pray magic, and maybe a little food especially when first starting out. So antifires, super prayer renewal, prayer potions, and shark should be enough. Once you get the hang of it you can probably drop food or bring very little (at least from my experience). And in terms of maxed people...well they'll work on getting even richer or buying third-age/partyhats/bossing for the hell of it. Pking, especially with EoC mechanics, doesn't seem to be terribly popular. There are few options to do PvM there (for the most part) anyway, so not much of a stream of people for that either.

Returning back after 2 years
I'm not completely sure as I haven't fought those bosses or used hydrix jewellery yet. Wiki seems to advise avoiding deathtouched bracelet at all costs at Araxxor, and at Nex it can potentially glitch and become a catastrophe, but for the other three: Ring of death - will teleport you out preserving everything including active familiar at a cost of 15% charge. So after the initial investment, you are essentially paying 500K-600K for a death automatically when the ring is worn. It is recharged by adding the gem onyx to it. One onyx restores 50% and costs just under 1.8M. On death you lose 15% of the charges, as long as it has at least enough charges left to do so. In addition, it has a second effect of restoring a small amount of adrenaline on every kill. I'm not sure if killing one phase of a boss counts for this or not (probably not though). Amulet of souls - under regular circumstances protection prayers and deflect curses reduce damage by 50%. With the amulet on, damage will be reduced by 60% instead. In addition, it has a chance of making soul split heal even more than usual - 50% chance of healing 25%-50% more than the normal amount. Reaper necklace - for each hit you gain a 0.1% accuracy bonus, stacking up to 3%, and it is a flat bonus. For comparison, that's a bigger buff to accuracy than the infamos void set (as long as the buff is up). In addition to those passive benefits, they also offer some of the highest stats in the game for their respective slots. Do keep in mind though that once you buy them and put them on, they become permanently untradeable, so be sure you are committed to it first :).

Good to see another person returning :). I don't think there is much pure PKing, and most of the PK scene has migrated over to OSRS anyway. Probably starting with your main account (far left) would be best - you can subscribe and start training Divination and Herblore, as most of your other skills are already quite high. I'm not sure what your situation is in terms of cash but if you are interested in PvM you could either go for/buy chaotics or one of the tier 90 weapons. For example you could buy a chaotic spear from DG and start killing frost dragons for cash and subsequently purchases drygores, etc. and you are on your way. Also I'm not sure what you've done in terms of quests, but with a few more skill levels and maybe more quests, you can access the Elf city of Prifddinas through the quest "Plague's End" which unlocks a number of skilling areas and attuned crystal weaponry. You will need skills like 75 Crafting and Construction though, which tend to cost money as well. So whatever order you want to prioritize is up to you, but there is plenty to do and quests unlock quite a lot. Almost every quest either unlocks something useful or is required for another quest that will give a nice reward of one form or another.

Returning back after 2 years
I haven't made my way up to Nex on my P2P account but I think it's safe to say it is worthwhile...assuming you can afford it. The high level boss Araxxor was released probably just after you quite, and has good drops including components to make noxious weaponry - two-handed, tier 90 weapons. They are the noxious scythe, longbow, and staff. The staff (~145M) is far cheaper than dual seismics (~550M), but it does have the distinct disadvantage of no shield swap available like any two-handed weapon. There are other weapons that have been subsequently released as well - an array of T85 weaponry including the strykebow (t85 shieldbow) and staff of darkness (t85 magic staff), but again most are still inferior to T90 if you can afford it. There's also hydrix jewellery which has an assorted array of useful effects, again if you can afford it (around 25M apiece). You can also earn your own if you participate in the Distraction and Diversion known as Soul Reaper, in which Death gives you a daily task. Completing your task rewards you with points and Slayer experience, and with points you can purchase rewards, including an incomplete hydrix, which you can eventually make into one of the pieces of jewellery. There are also new, slightly counterintuitive death mechanics. When you die, you are transported to Death's Office and can pay to recover all of your items. Alternatively, you can leave, attempt to reach your grave, and recover that way for free, but any items not protected will degrade a bit. If you don't make it in time you can go back to Death and still have the opportunity to buy them, as long as you don't die a second time before doing so.

Does 07 or eoc have a higher player count?
Except they didn't quite give up 9 years. Two weeks prior to release, all the inconveniences of the 7 year old game quickly became apparent and people started demanding fixes which subsequently implemented, and even updates. And now they have a whole new continent which is probably comparable in magnitude of content to Prif.Have you ever played 07? No not really, but I read and follow enough of the updates to get an idea.

Silverhawk Boots?
If you can make several million per hour or you really dislike training Agility, then probably around 70-75 they may be "worthwhile" if you're going for 99 Agility. But if you don't mind Agility or you don't have high combat stats/ability to boss or do high level Slayer, then it may not really be worthwhile at any level. It's hard to say really.

What do you enjoy doing f2p?
I think I might have the qualifications to answer this one... There is plenty to do on F2P, although of course most training is naturally slower. If you fancy PvM you can take on revenants in the wilderness - one of the more thrill-seeking activities that it has to offer. You can still get a rare drop from them once in a while worth a good chunk of money. Dungeoneering is a great activity (at least in my opinion) to engage in. You can see how fast you can complete floors or work toward some gravite weapons (for the most part, the best in F2P). You can do it solo or in a team, whichever you desire. Then there are more AFK things like cooking, firemaking, or even crafting some jewellery or smelting bars for profit. It kind of depends on what you like doing in general too though!
