Well nothing is fast at one, as the person above said, fly fishing is the way to go for quick profit-less exp.

You could alch, mage arena, teleport, and many other methods. I would alch though.

Other than the charge to your bill from the membership, there shouldnt be any other charges, and I dont think that Jagex accepts debit.

You could also do Barbarians in barb village. The 1k should get you close to 40. good luck
