There is really no explaining to do. The magic shortbow's special uses 6/10 of the special bar, leaving 4/10 left, meaning the bow would have to recharge two before it could shoot a special again. It has to be bug abuse. I have found a bug that shows the the spec bar at 50%...If you use it you CAN use it about 20-25 Sec after your first Spec, Let me video it...
