I'd say that even if you are willing to burn cash, 2 99's are much, much slower to get than a Quest Cape, especially if you start at 175 qp.

I don't know about the speed of the Arena with Karamjan gloves, so, if you don't take that into account, wilderness is the best from 52 to the level you don't fail at Ape Atoll.

Sorry, Jagex Mods have said multiple times that you don't get better clues (or barrows drops, for the matter) with Rings of Wealth. It might change the possibility of getting a clue drop from a monster, but that'd be it; you wouldn't be able to get a better reward.

Do I get Ess Back? How many Ess do I bring? How many laws should I get per run? How many laws could I get per hour? It depends on whether you're using world 66 or 99. In world 66 you do get your ess back, you bring 27 and get 27 laws and 27 noted ess. (Unless someone is saying something like "open 10", which means you trade them 27 ess, and they give you 27 laws and 10 noted ess) However, there's a big competence for the crafters, so it'll be hard for you to get trades. In world 99 you only get 27 laws for your 27 ess. There's almost no competence for crafters here, though, so you'll get quick trades.

Training slayer with a whip in controlled gives you experience in 5 skills at once, slayer monsters normally have decent drops, and you won't get bored as easily, so I'd say you should continue with it. Yanille Teleport (Watchtower Teleport) needs level 58 magic, and you need to have done the Watchtower quest to use it.

Just so you know, it's the same if you use bronze or rune armour, as the magic penalty is the same for all of them. However, for the full bonus, the vambs must be dhide ones. You could also use the boots from the SOS for an extra -3 if you still aren't failing all the time.
