I have to admit, you're right...the main reason people are getting 99's these days is the incentive of the skill cape. My first 99, thieving, I got because thieving was my favorite skill, and I wanted to get it as high as possible. I have to admit, though, that the only reason I got 99 cooking was to trim my cape.

For weapons...I'd say bd++ (bronze dagger super poisoned :) ) For regular items...I'll have to say and untrimmed construction cape, since there's less than 130 of them in the game.
