Yep, that's the purpose of junk. To get around the trade limits by using it as a substitute for cash. To answer the original question, most times, you can make more cash per hour than junk per hour. It's good for pures/low-levels/ect. because it only requires 55(?) fletching to be able to make 250-300k per hour. It's not hard to do at all, you can read a book, watch a movie or something else while you do it.

I believe they changed the prices a few weeks ago because it was being used as a way to RWT. You would pay to have someone go on your account, and do the repetitive buying of birds for you. You could then sell the birds, and voila, you have more money than you started with, without having to do the work.
