Not likely since i had been using it for past few hours and it was working fine just now.. Did you leave it for maximum 2 minutes or you were always using it? Do you have multiple computers which are connected to your network ? With a bit of practice you can easily do quite a few tricks in a couple of seconds. Taking a screenshot, setting it as wallpaper and hiding real desktop icons is my personal favorite. Leaves the person confused for hours.

Your ip is banned? You were either were unlucky to share an IP address of some serious rule breaker or you know the reason. Resetting router won't help unless your ISP gives you a different IP adress each time you turn your computer on. Proxies would be fine but you will lag a lot. On the other hand 403 forbidden error could be because your parents/brother/sister blocked the website address. You can unblock it in the router/firewall settings.

Those can be faked in a couple of seconds, you know that right?
