To finalize this: You make tele-tabs by bring the needed runes to a study room in your POH. You then get a tele-tablet, which you can use to teleport to it's city. This can be traded, and people not meeting the requirements for the tele can still use it. Note that you need the magic level for the tele to make them, though.
