I think his point is that it's illegal to directly link to World 2 and you should go through the main page and world select like everyone else. I can explain why it hasn't been locked... In this picture someone sent to Jagex they asked if it was illegal to make a desktop shortcut, when the guide tells you how to make a html file to bypass the navigation of the site and not how to make a desktop shortcut. If don't want to have to go through that guide, find the link to world 2 etc follow this quick walkthrough: Open notepad (often found in accessories in your Start --> all programs menu.)
