It's useful when downloading videos from the Internet, as DivX is usually use to encode them because it's quite efficient. How have you not heard of DIVX before? Obviously it's not a scam site. Also, it's LP. He wouldn't link to a scam site. The other half support those plus DIVX encoded files. That means you can just burn the movie/TV files you downloaded that were encoded with the DIVX codec to a data DVD, rather than making a video DVD. Usually happens about twice a year. Also you can download a 14 day trial version anytime. After 14 days most of it will still work, just the Pro program wont.
