We don't know yet, because the skill hasn't been released. We suppose you'll be able to summon familiars that will help you with different skills.

No, it cant be higher then then 138, cause sais in the RS site (under the pic):

 

"Will you master Summoning and get your Combat level up to 138?"

 

 

 

And the interesting part is that will have pets:

so the new 126 will be 138....that's pretty neat...

idk...they have never restricted how high a f2per can get in conparason to a p2p maybe it will be for both but only certain monsters can be summoned in f2p

I think will be a 100% P2P skill, like thieving, construction....

It'll probably be like almost every other f2p skill, you get the basic, but you can get it high with the basic things.
