They can easily perform testing for updates on their own servers which we don't even see. It could be that a lot of worlds are experiencing technical issues recently. Jagex must really hate you if they've deliberately stolen their own server just to make you depressed. Or maybe they forgot what order the numbers come in. Servers go down all the time, I'm sure there's nothing sinister behind it. No idea why server 60 has gone for so long, guess they had a problem with it and stopped using it all together.
