I once got 16 d boots in 1 trip of around 600 kills then I got 0 in another trip of approx 300 kills. That's how random it is. It's funny that people still ask this question.
August 4, 200916 yr I killed 1k when I got the level, and I averaged 1/120. Then I did another trip and killed 900 and didnt get one boot. (not on this acc)

Yeah it's random, but there is still a drop rate. The drop rate would be what Jagex enters in when they program the monster and its drops.
