It's been said ages ago the skill isn't coming out and no such skill is in development. Sailing was once a serious movement and people really do think it's still coming out. They saw everything as a sign of sailing, and now the idea is basically a longstanding mock of that group. Like when people respond to conspiracy theories with "It's swamp gas" or "weather balloons". It's a joke, mocking a serious movement, in this case because some people overreact to it.
