I've decided not to annex Nigeria (just more population problems), but I'm still going to go grab Oman and Madagascar. They are prime aquaponic growing areas, and they won't increase my power one bit. They'll simply shield me from the affects of global warming more.

That's where you are wrong, the deal saying all nations have equal rights to celestial bodies have only been ratified by smaller countries (and Mexico) and signed by France and India.

You mean wait, payment or usage? Usage would be permanent, wait would be until the proper technology has been made and payment would only be three or four years or so.
