The SR has legalized gambling, prostitution, and recreational drug use. Huge step in the wrong direction. Want to lower your prisons? Get rid of mandatory minimum sentences for drugs, and free people put in jail for drugs, and put in place new drug laws. Literally 80% of your jails will be drained, and crime in general will plummet.

You can work on the timeframe for how long it will take, since it's not really instrumental to my country but probably is part of some economic plan you have. An SR team has been sent to Brazil to collaborate work on the project, and has been granted $140m by the SR government.
