That's what I figured. If it were the latter, I would probably get the ring and hang up my claws for slayer and grab a dds.

I glanced at the new rewards and instantly decided the ring was pretty much useless.

There was a lot of debate in the general discussion forum.

 

This ring was either grossly OP (8 DDS specs/3 claw specs please?) or next to useless. It turns out it was the latter.

Well, if you switch it with a berserker ring (i) it's decent (as in: better than nothing in that spare inv space). But yeah, useless.

Ring of vigour also provides +3 strength so it'd be better than regular berserker (+4), at least for slayer. However I doubt it'd beat out berserker (i) (+8). Swapping to rov for spec only wouldn't be too hard as you need to swap weapons anyway so adding another item to equip would be a logical adddition. Whether or not the loss of an invetory slot is worth it is up to you.

How is +3 strength better than +4?

Especially when it saves so little special attack energy its not gonna get you a extra special attack that quick enough to be worthwhile?

The new ring is certainly not better than berserker for slayer- with normal spec attack restore rate, you'll be able to do 2 more dragon claw specials an hour and have 20% special attack energy left over, with infinite special restore pots(and we know noone really uses an infinite amount) you'd be able to do 9 more special attacks to give up around 3000 damage an hour. So AT MAX your dragon claws specs will have to hit 333 more average damage than rapier....or an average of 1500 damage more without spec restores....(yes, both of them are imposible).

6 DDS specs will make me ragequit PVP.

I reckon it sounds worthwhile. I only ever use my special bar for EE, and I always love free HP quicker, plus I'm a cheap bastard, I still use a Warrior's Ring that I bought for 120k or so way back in the day.
