While that does sound like a lovely idea Retech, it would be too powerful. It has to be a trade off compared to the rest of the UA's as well, remember - On that note, on closer inspection, it seems that none of Dusty's provinces qualify for the closeness benefit. How do you work that one out Icu? I was under the impression that depending on the geogoraphy of your situation, closeness is the most powerful, hence why I buffed the other UA's.. There are such vast numbers of uncolonised tiles that when you effectively could colonise for half the cost of someone else who had picked something else, your budget would be twice as big.
