Which doesn't get the modifier. So it'd be 7.5, is that all right? Also.. it doesn't matter if it begins or not. The only thing that progresses research is money. You can change to expansionist if you pay as much as you would've had to pay if you had been that at the start. This is 10.2m in the first budget, and that much again this time... But seeing as you couldn't have afforded 4 colonies (much less to redo your 4th colony) in the first place if you had expansionism.. consider this budget only 10 million. But keep your stuff? I'd a feel a lot safer, and it wouldn't really matter because if I invaded, then your army could still march in and stuff. My army will also be one province away from the border.
